Transatlantic Trade and Investment Partnership: Polish Perspective

波蘭對跨大西洋貿易與投資伙伴關係（Transatlantic Trade and Investment Partnership，簡稱TTIP）的範疇及其潛在影響有高度興趣。創造一個全面自由貿易區此一觀點對波蘭而言是項新挑戰，但也有些憂心與懷疑，到底可能會導致哪些政經與社會衝擊。本文聚焦於目前正在進行中TTIP貿易談判，波蘭的一些期望與擔憂的問題，因此將論及波蘭政府對談判中所面臨的具爭議性問題的立場以及波蘭的關稅敏感問題。同時，亦將剖析波蘭與美國雙邊貿易投資關係的模式，並以此來理解波蘭加入歐洲聯盟十年裡美國對波蘭貿易與投資重要性遞減的現象。結論認為除非美國增加對波蘭的直接投資，否則波蘭從跨大西洋協定所獲得的潛在利益極為有限。而TTIP對波蘭的影響應在一個更寬廣的國際環境下來分析較為妥當。

Poland is highly interested in the scope of the Transatlantic Trade and Investment Partnership (TTIP) and in its potential effects. The perspective of creating a comprehensive free trade area poses for Poland new challenges, but also rises some fears and doubts concerning economic, political and social implications it may cause. The paper points out some expectations and troublesome issues valid for Poland in the context of the on-going TTIP trade talks. To this aim the position of the Polish government towards the contentious issues in negotiations and Poland's tariff sensitivity in the TTIP talks were discussed. The analysis of the patterns of trade and investment in Poland-US bilateral relations served as a background for understanding the falling significance of the United States in Poland's trade and investment, noted during the decade of Poland's membership in the European Union. Apart from quantitative changes in the character of bilateral economic relations, some qualitative changes were also pinpointed.
