中共廿大後中國政經局勢的持續與轉折（The Continuities and Changes of the Political and Economic Situation in China after the 20th National Party Congress）

中国共産党第20回党大会後の中国政治経済の継続と転換

中共廿大甫於2022年十月22日結束，會中最重要的議案是決定未來五年中國最高領導人及其團隊，結果不令人意外，習近平的權力基礎更形鞏固，但許多人事安排讓人驚訝，進而使外界產生對於新團隊施政的疑慮，尤其是在外部面臨美國仍不斷施壓，內部經濟放緩與疫情政策備受挑戰的情況下，新的人事安排能否妥善處理這些議題，仍是一大問號。
本文認為廿大後的中國政經局勢將持續面對內外環境的挑戰，而其所安排的人事與政策之轉折正是以回應這些施政難題為主，因此中共廿大並非標誌著一個全新時代的開始，而可視為中國領導階層在面對內外困境下的動態調整。本文從人事安排、對外關係及國內經濟三個面向加以討論，最後提出結論。
The 20th National Party Congress concluded in late October 2022, where the top leadership for the future five years was decided. Xi Jinping has further consolidated his power base, but surprisingly many institutional rules were broken. While the U.S. has kept imposing more pressure and economic slowdown and pandemic management have been challenging, whether the new leadership could deal with these issues remains a question.
In this paper, we argue that China will face the challenges from both inside and outside after the 20th National Party Congress. During the Congress, the personnel appointment and policy changes were decided to tackle with these problems. Hence, the 20th National Party Congress is not an inception of the new era but a dynamic adjustment. We will discuss leadership arrangements, foreign relations, and national economy to clarify the political and economic development, which will then followed by the conclusion of this paper.

今後5年間の中国の最高指導者とその指導部の決定することを最も重要な議案とした中国共産党第20回党大会が、2022年10月22日閉幕した。その結果は、予想どおり、習近平の権力基盤をさらに強固にするものであった。しかし、新たな人事の多くは、その施政が不安になるほど意外なものであり、特に米国からの外的圧力が続き、国内では経済の減速とコロナ対策の課題に直面するなか、これらの問題に適切に対応できるかは、依然として大きな疑問である。
本稿では、第20回党大会による人事と政策の転換が、内外からの挑戦が続く第20回党大会後の中国の政治経済情勢における、新たな時代の始まりを意味するのではなく、これらの挑戦に対応するためのものであり、内外の困難に直面した中国指導部の、ダイナミックな調整とみなすことができると考える。本稿は、人事、対外関係、国内経済との3つの側面から議論を行い、最後に結論を導き出す。
