人民法庭作為國家司法權在基層社會的表徵，在不同時期發揮著不同功能。新時代人民法庭是鄉村社會“在法治軌道上推進國家治理體系和治理能力現代化”的重要參與者，承擔著通過鄉村法治推進國家法治秩序生成的職責，應當著眼於鄉村社會結構變遷、“自治、法治、德治相結合”的鄉村治理體系以及制度規範引領下的鄉村治理邏輯，重新審視人民法庭的設立依據，並賦予法律適用、鄉村規範型塑、價值判斷和法治文化培育等功能，打造以人民法庭為中心的鄉村法治權威，建立現代鄉村法治秩序。
