這一年來,日韓各自迎接新政府上台,日韓關係看似相對有望改善。但是,關係改善的前提,最根本應該思考的,是日韓間面對的是什麼問題,為了改善兩國關係應該做什麼努力。本文將針對上述問題,從日韓間問題的發展歷程進行分析,並指出現在的日韓關係正迎向嶄新的階段。此外本文的重點在於,認為兩國的歷史認知,明顯是因為輿論與司法判決而逐漸固化。 在韓國,開始修正1965 年後所締結的一連串條約解釋的起源, 是在1990 年代。此後,日韓的歷史認知受到各自國內因素動搖,激烈的辯論甚至延伸到國內外,使得兩國的歷史認知逐漸背道而馳。然而在兩國內部,對於歷史認知的對立歧見正逐漸平息,兩國人民將各自的歷史認知視為理所當然的現在,兩國政府更難以採取與既定歷史認知截然不同的行動。就改善關係而言,重要的應該是,能發現讓日韓改善關係的重大誘因,才得以打破兩國的僵局吧。 In Japan and South Korea, new administrations were established within just a year. Under the new leaderships, people expected reimprovements of the relations between the two nations. However, what problems are they facing, and how can they reconstruct their relations? Thus, this study aimed to historically analyze the development of the relations between the two countries and to reveal that currently, these relations are entering a new stage, in which their historical perceptions are anchored by the public and judicial authorities. In the 1990s, South Koreans started to challenge the political and legal frameworks established by the treaties in 1965, and the perception gap between the two nations has broadened for decades since then. This was possible because of the fluidity of their historical perceptions during that period; hence, they had to experience severe arguments about their history, not just internationally but also domestically. However, today, the historical perceptions of Japan and South Korea are losing domestic diversity, and the two nations have gained more confidence in their historical perceptions. Under these conditions, making any concession against them was never easy for both governments. To change this situation, new incentives must be developed, and consequently, perceptions must be compromised. |
