歐盟資料保護基本規則係體現出個人資料保護法制歐洲化的一大進步，而其適用範圍已非單純限於歐盟領域，某程度上已非單純歐盟法制的介紹，而深切影響到全球的個人資料處理與資料安全法制。職是之故，本文擬先就基本規則適用範圍略作說明，蓋此部分實屬個資處理合法性要件之前提。

The European Gerneral Data Protection Regulation (“GDPR”) is an update that shows the europeanization of the personal data protection laws. The application of GDPR is not limited to the European Union. Given the far reaching global effect of GDPR on personal data processing and data security, the introduction of GDPR is not simply analysis on European laws. The article aims to analyze the scope of GDPR as it is the first step to understand the legal requirements on the processing of persoanl data.
