不對稱作戰之研究──以烏克蘭運用星鏈衛星協助作戰為例

Asymmetrical Warfare Research: Using Starlink Satellites to Aid the Conflict in Ukraine

我國前參謀總長李喜明上將於2022年9月1日出書，其書名為『台灣的勝算：以小制大的不對稱戰略，全台灣人都應了解的整體防衛構想』，在書中力促台灣政府須盡快建立不對稱作戰戰略，應採用與烏克蘭用來阻止俄羅斯入侵的相同的改革戰略，並提及俄烏戰爭期間，由於俄軍攻擊切斷烏克蘭使用衛星Viasat通訊基礎系統，影響烏克蘭的基輔與軍隊通訊網路系統受到中斷影響，而Space-X適時協助提供星鏈衛星系統發揮作用，因而烏克蘭因而仍可順利運用該系統指揮管制軍隊的行動，因而解除首都基輔被圍困之危機。本文以不對稱作戰概念論述烏克蘭在作戰中運用衛星之實務結果及建議。

The book is titled 'Taiwan's Chance of Victory: An Asymmetric Strategy of Small to Large, a Total Defense Concept that All Taiwanese Should Understand'. In the book, Taiwan is urged to accelerate the establishment of asymmetric warfare capabilities and adopt the same strategic reforms that Ukraine used to stop the Russian invasion. During the Russo-Ukrainian war, Ukraine's communication network system was disrupted due to the Russian army's continuous attacks on Ukraine's communication infrastructure, and Space-X assisted in providing the Starlink satellite system in a timely manner. This paper discusses the practical results and recommendations of Ukraine's use of satellites in warfare with the concept of asymmetric warfare.
