公共政策之理性選擇：以彰化風電運維基地為例

Rational Choice in Public Policy: Case of Chang-Hua Wind-power Service Operational Base

在公共政策制定過程中，如何讓社會整體利益與特定成員之個別利益之間達成「利益平衡」（balance of interests）之理想目標，固然相當重要且關鍵，在重視政策執行效率之餘，如何更廣泛理解並採納公共意見，更為民主政體無法迴避之責任。對此，從「參與式民主」理論衍生出來之「審議式民主」途徑雖為當前思辨主流之一，如何更精確收集輿論資訊相較聚焦「參與」形式，或許才是研究者必須汲汲以求之實際標的。本文試圖以為落實並配合政府綠能政策，在彰濱地區落成之離岸風電運維基地為例，藉此尋求在公共政策推動過程中之利益衝突與解決之道。

It is important and even crucial to maintain the ＂balance of interest＂ between overall interest and some individual interest of special group in society in the process of public policy decision-making. Furthermore, beside paying our attention to the efficiency, how to realize and accept more public opinion is also the unavoidable duty of the democratic regime. For above purpose, though ＂participatory democracy＂ or so-called ＂deliberative democracy＂ may be one of the mainstream thinking, it would be more important for researcher to focus on collect opinion more precisely and find the better way of public participation. In this paper, we'll take the wind-power service operational base in Chang-Hua County which is core part of current Taiwan's green energy strategy as example, and try to find the potential conflict and possible solution between central and local governments, also between government and the local people.
