都會區捷運整體路網規劃審議方式研析

Approach to Review Metropolitan Area MRT Network Planning

交通部要求地方政府進行各別路線可行性研究前，應提送「大眾捷運系統整體路網評估計畫報告書」送交通部審議。為協助地方政府妥善完成整體路網評估作業，交通部運輸研究所發展「捷運路網規劃參考手冊」，提出「捷運整體路網評估」之作業規劃項目、路網方案評估方式、路網分期排序方法及路網整合規劃，以做為地方政府辦理「捷運整體路網評估」之參考。本研究將分析整體路網評估計畫報告書之審議需求，並依據捷運路網規劃參考手冊中之捷運路網規劃項目，研提各項目審議的方式或審議標準。期望本研究結果，可提供審議報告書之客觀依據，同時亦能提供地方政府撰寫報告書內容之參考。

When developing metropolitan area Mass Rapid Transit (MRT) networks, prior to proceeding with feasibility studies on individual routes, the local governments are required to submit an MRT System Overall Road Network Evaluation Plan Report for a review by the Ministry of Transportation and Communications (MOTC). To assist with the proper completion of this report and to provide the necessary reference material, the Institute of Transportation under MOTC has developed the MRT Network Planning Reference Manual, which details various aspects of the overall network evaluation operational planning, evaluation methodology, staged development methods, and network integration planning. This study analyzes the MRT System Overall Road Network Evaluation Plan Report review requirements, and based on the items formulated in the MRT Network Planning Reference Manual, proposes the methods and standards for each of the review items. It is hoped that the results of this study can provide an objective basis for the review of the Report, as well as a reference framework for the local governments to use in its preparation.
