本文基於社會想像(Taylor, 2004)、國家主權和政治特例(Ong, 2011b)等理論概念視角,以上海國際青年社區為例,探討國家主權如何在其中建構對於全球化和創意上海的新社會想像。本文的目的在探討國家如何將其擘畫的願景和想像,展現在上海國際青年社區的社會和空間中;以及如何教育和治理入住在其中的青年創意人才,使他們理解和實踐新社會和新空間的規範和秩序,完美地作為創意上海的形象代言人。本文企圖反思在官方編寫的完美劇碼中,國家藉由政治特例的人才政策、社會信用體系的獎懲制度和高居住成本等激烈的淘汰或晉級競賽,輔以運營商新服務團隊的全面監管與照護。青年創意人才,表面上是享有特許城市權的主角,代表國家展演開放、創新、包容的城市形象,實際上是被圈養在鴿子籠般,且充滿治安耳目的楚門世界。 |

In this paper, I use five case studies of Shanghai international youth community, and draw on the theories of social imaginaries (Taylor, 2004), and sovereign power and political exception (Ong, 2011b) to conceptualize how sovereign power forms the new social imaginaries of the creative city in Shanghai international youth community. I particularly look at how state educates and governs these young creative talents to recognize, understand and practice the norms and orders in the new social, as well as to perfectly represent the image of creative Shanghai. In this paper, I provide the reflections about: in the perfectly state-written repertory, state utilizes political exceptional talent policies, National Social Credit System, and residential permission to force young creative talents to suffer a rigorous competition of replacement or promotion. I also like to argue that young creative talents apparently enjoy the right to Shanghai city, however, they are under sophisticated surveillance by state and community operation companies to watch them as in Truman show. |
