節慶活動遊客花費與地方經濟影響效果之評估──以「來竹縣約會吧」為例

A Study of the Local Economic Impact of Festival: Take 'Dating with Hsinchu County' as an Example

本研究以投入產出法計算新竹縣政府所舉辦的春遊「來竹縣約會吧！」節慶活動的經濟影響。利用行政院主計處發表之生產者價格交易表為基礎，計算出在新竹縣各產業部門的關聯程度，並調查遊客參與本活動的各項花費，進而推算出本活動為新竹縣各產業所造成之經濟影響。本次活動餐飲部門所受到的經濟影響最大，產出影響總計為279萬元；其次為石化製品，所受到的影響為200萬。其他產業如批發及零售部門所受到的經濟影響為191萬元；運輸服務172萬元、專業服務84萬。顯示本次活動經濟影響不只限於觀光產業部門，其他產業部門也獲得相當大的總體經濟效益，可促進地方整體經濟發展。為了更有效提升節慶活動為地方各產業部門所帶來的經濟影響，各產業部門可以與觀光產業結合，強化產業特色，積極推廣，促進地方產業整體發展。

Input-out analysis was adopted in this research to calculate the economic impact of the“Dating with Hsinchu County”festival organized by the Hsinchu County government. Based on the producer price transaction table published by the Chief Accounting Office of the Executive Yuan, the degree of relevance of various industrial departments in Hsinchu County is calculated, the various costs of tourists participating in this activity are investigated, and the economic impact caused by various industries in Hsinchu County is inferred. The food and beverage sector had the greatest economic impact of 2.79 million dollars. The petrochemical products, the wholesale and retail sectors, the transportation services, and professional services had the impact of 2 million dollars. 1.91 million dollars, 1.72 million, and 840,000 dollars respectively. It shows that the economic impact of this event is not limited to the tourism industry sector and other industry sectors obtain considerable benefits. The overall economic development of the local area is promoted. In order to enhance the economic impact caused by festivals, the tourism industry can be combined with different industrial sectors to strengthen their characteristics and to promote the overall development of local industries.
