長庚醫院臨床研究智能繳費管理系統開發成效之探討

Discussion on the Effectiveness of Smart Clinical Trial Accounting System

為提高人體試驗行政管理效能，我們以資訊系統改善傳統人工核銷作業之繁瑣流程，建置智能繳費管理系統。以自動化為核心，藉由跨部門合作、透過異業標竿學習建立虛擬帳號，橋接院內外系統，提供系統化銷帳機制，以掌控收款明細及繳款帳號檢核控管。此改善作業提升多項作業流程之品質，如提昇臨床試驗案件的申請進度，簡化入帳流程與縮短核銷作業的時效最短為3天，達到無紙化申請，啟動自動防呆防錯機制，入帳自動核對率100%，提升顧客服務滿意度與系統平台使用率。客戶也受益於便利繳款作業，可線上即時繳款、申請、審查、下載收據與同意證明等文件。本院為第一家創新建置臨床研究智能繳費管理系統之醫療機構，未來希望持續透過資訊系統改造，以智能提升醫院研究行政管理的效率並可提供同儕醫院學習，促進台灣整體醫療環境智慧化成長。

For improving the administrative management of clinical trials, we used an information system to avoid the cumbersome manual operations and to build an intelligent payment management system. With automation at the core, virtual accounts were established through cross-departmental cooperation and cross-industry benchmarking, bridging internal and external systems and providing a systematic account cancellation mechanism to control data collection and payment account review. This enhanced the quality of multiple work processes by improving the application process of clinical trials, simplifying the accounting process, shortening the time required for the verification work to a minimum of 3 days, achieving paperless applications, and launching an automatic foolproof and error-proof mechanism. The automatic account check rate is 100%, which improves customer satisfaction and system platform utilization. Furthermore, customers benefit from convenient payment operations, with online payment, application, review, and the download of receipts and certificates of approval. Chang Gung Memorial Hospital is the first medical institution to innovate and build a clinical research smart payment management system. In the future, it hopes to continue to use information system transformation to intelligently improve the efficiency of hospital research administration management and provide peer hospital learning to promote the wisdom of Taiwan’s overall medical environment growing up.
