"Starting from Michel Foucault's concepts of episteme and governmentality, this paper explores how neoliberal art of government and related forms of epistemic discourse have transformed the relationship between the state, the individual and the market and have been applied to other non-economic aspects of social life. The notion of social investment also exhibits a neoliberal orientation in its emphasis on the productive nature of social welfare, on investment in human capital, and on the empowering role of the state. In light of this, this paper concludes by considering the future possibilities of social investment from the perspective of the capability approach and deliberative democracy. Thus, the paper is organized as follows: the first section is introduction. The second section reconsiders the meaning of neoliberalism from the perspective of the episteme and governmentality. The third section discusses the multiple relations between social investment and neoliberalism. The fourth section explores the future development of social investment and the possibility of social welfare beyond economization and human capital. Finally, this paper will make a conclusion." |
