"After Xi Jinping issued a mobilization order to ''deepen national defense and military reform'' on November 24, 2015, the PLA began to adjust the joint logistics support system and national defense mobilization system. In the most recent rounds of military reforms, the joint logistics support branch underwent some major changes in ''relations between commanding systems,'' ''support force capacity,'' and ''integration into the joint operations command mechanism.'' The adjustment of the national defense mobilization system focuses on the transfer of the provincial military districts to the National Defense Mobilization Department of the central military commission, making national defense mobilization the main task of the provincial military districts system. It also helps the provincial military districts to become the most important executive agency for national defense mobilization. When the PLA was ordered to invest in the prevention and treatment of new coronary pneumonia across Hubei in early 2020,the troops at the time comprised of the main two systems from the joint logistics support and national defense mobilization, who were dispatched to Hubei Province where the epicenter of the coronavirus outbreak was located. In the fight to prevent and control the pandemic, the PLA's joint logistics support branch had the chance to prove itself in real-life situations, from providing support in the materials supply, in the medical service, as well as in the transportation and delivery aspect. From the support that the national defense mobilization branch provided in the fight against the pandemic, we can conclude the following observations: ''national defense mobilization data'' was practice to real-life situations, such as the following: ''auxiliary mobilization'' was tested; ''trans-regional maneuvers'' were launched with actual deployment of troops; ''specific mobilization'' was launched as part of the deployment; and ''new types of militia'' were mobilized for participation in the containment of the disease." |
