"In the past, the speeding enforcement methods adopted in Taiwan can measure the speeds by fixed equipment and mobile devices to get the spot speed, and the effect of speed control on the entire road was limited. However, the European countries had been using“sectional speed enforcement (SSE)”system to enhance the road safety recently. Since 2018, the New Taipei City Police Department started to adopt SSE system at the Wanli- Tunnel. After the implementation, the number of traffic accidents and speeding violations had been significantly reduced. Therefore, many counties and cities successively planned to install SSE systems in urban tunnels, urban roads, rural two-lane highways, intercity expressways and other facilities. However, there were not many basic researches on detection location and detection length of SSE system currently, and the domestic planning only considered the location characteristics of traffic accidents, and did not include the spatial characteristics of vehicles that were prone to speeding. In view of this, this study took the rural two-lane highway Beiyi Highway as the research object, and discussed how to plan the SSE system for a long highway section from the aspects of accident spatial characteristics and speed spatial characteristics. This study used three-year accident data to explore the highway sections that were suspected of involving speeding cases, and used the 2017HTSS model simulated to explore the highway sections that were easy to speeding. It then combined the both results to determine the hot sections of speed control on Beiyi Highway. Finally, it used the scenario analysis method to develop the enforcement equipment implementation alternatives." |
