探討台灣申請CPTPP入會的若干問題

Discussion of several issues concerning Taiwan's application for CPTPP membership

CPTPP是跨越美亞兩洲的自由貿易組織，原來由美國主導的TPP，現在變成日本主導的CPTPP跨太平洋全面進步協定共有11個國家，占全球GDP13％，人口規模五億。台灣貿易值20％是來自CPTPP。本文從CPTPP的成員差異、基本參與要求和條件、台灣可能發生的問題，大陸為何參加等做些探討。

CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership) is a trade agreement across the Americas and Asia. It evolved from TPP led by the United States, and now by Japan. There are 11 members with over five hundred million population, and it combined economic account for 13% of world GDP. 20% of Taiwan's trade value came from CPTPP members. In this article, issues of difference among members, the basic requirements for applying CPTPP, problems might occur if Taiwan joins CPTPP and reason why mainland China wants to be part of it, will be discussed.
