With the rapid change of aged society in Taiwan, it has been an urgent task for the government to respond to the increasing demand for long-term care (LTC). In order to solve it, Taiwan has enacted the 'Long-Term Care Service Act' as the legal ground for the development of LTC law system. At the same time, Taiwan also developed '10-year LTC Plan 2.0' to coordinate with the legal norms, financial resources and service supply system. Among those system, the service supply system is most important. Since LTC personnel are the key point in constructing a service supply system, it is necessary to manage it properly. But how should we develop the LTC personnel system and ensure the quantity and quality of manpower in LTC field? This article aims to analyze the management norms of the LTC personnel and compares with the experience of Japan’s implementation of 'Kaigo Hoken' (LTC insurance law), then provides some advice for norms and policy of LTC in the future. |
