This paper presents a comprehensive rail capacity model and analysis procedure for double track operation of Taiwan Railway Administration (TRA). Although the proposed model requires many input parameters, it reflects more important and dominating factors of rail capacity compared with other models found in the literature. The case study of this research focuses on line capacity analysis of the railway section from Keelung to Hsinchu. The result shows that the bottlenecks in southbound and northbound directions are at the Jhubei-Hsinchu section (9.38TU/h) and Sijhih-Cidu section (8.31TU/h), respectively. The sections where capacity utilization coefficient exceeds 80% in southbound direction include Wanhua-Banciao, Cidu-Sijhih, Taipei-Wanhua, Songshan-Taipei, Taoyuan-Neili, Yingge-Taoyuan and Sijhih-Nangang. The sections with more than 80% capacity utilization coefficient in northbound direction are Banciao-Wanhua, Sijhih-Cidu and Taoyuan-Yingge. |
