目前國內重型車輛之超載執法取締仍多以靜態地磅進行,其所需土地面積龐大且設置經費較高,且受測車輛須以低速過磅或靜止方式方能秤重,不僅造成取締效率難以大幅提高,無法有效抑止日益嚴重之超載現象。採用高速過磅之動態地磅~統逕行取締超載為未來之發展方向,國內亦已有實地進行經驗,但並未制定標準規範以為安裝施測之依循。本研究主要研提包含「系統重量量測精準度認證規範」、「系統安裝後認可規範」、「使用期間檢測與校估規範」以及「系統性能要求規範」在內,精密且具實用性之動態地磅衡器施檢規範'以為未來應用動態地磅之基礎。
英文摘要
Currently, task of weight enforcement is mainly relied of static weigh stations in Taiwan. Huge amount of capital cost and large area are needed for the construction of a weigh station. Vehicles must stop at the weigh pad or pass at low speed for weighing. The operation efficiency of weighing is strongly reduced and the vehicle overweight problem still exists. In order to improve the still existing condition, high-speed WIM systems are possible solutions to this problem. This kind of system is already installed by highway patrols for ticketing the overloaded vehicles in two locations to Taiwan but no metrological specifications are available to verify the system. The objective of this paper is to develop the rigorous and practical specification on WIM for various purposes. The primary components in these developed specifications are "System Accuracy Approval Test",“lnitial System Verification",“Jn-Service System Calibration ", and "System Performance Requirements." The above four mentioned specifications are developed in this paper in details.
