Currently, task of weight enforcement is mainly relied of static weigh stations in Taiwan. Huge amount of capital cost and large area are needed for the construction of a weigh station. Vehicles must stop at the weigh pad or pass at low speed for weighing. The operation efficiency of weighing is strongly reduced and the vehicle overweight problem still exists. In order to improve the still existing condition, high-speed WIM systems are possible solutions to this problem. This kind of system is already installed by highway patrols for ticketing the overloaded vehicles in two locations to Taiwan but no metrological specifications are available to verify the system. The objective of this paper is to develop the rigorous and practical specification on WIM for various purposes. The primary components in these developed specifications are "System Accuracy Approval Test",“lnitial System Verification",“Jn-Service System Calibration ", and "System Performance Requirements." The above four mentioned specifications are developed in this paper in details. |
