臺灣地區計程車營業區與牌照數量管制基準之研究

計程車為台灣都市地區重要的副大眾運輸工具，目前營運型態主要為計程車車行、個人車行及計程車運輸合作社等三種。的是民國84年開放設置計程車運輸合作社後，計程車數量遞增。立法院於87年通過增訂「公路法」第三十九條之一，規定計程車牌照應依照縣市人口及使用道路面積成長比例發放。然而，計程車牌照之計算基準應為全國、區域、營業區或縣市？核發標準為何？均有待進一步探討。本研究有鑑於當前的計程車營運型態的管理問題雄心在於牌照數量管制，而計程車牌照桔發業務係與各監理單位與縣市政府有關，衡酌現行營業區域過度重疊且不易區隔管理問題，以及各地區人口、社經型態有別，本研究乃剖析計程車學運之重要課題，並針對計程車學業區與牌照接發數量問題，進行深入之探討，建議以重新劃分的五個營業區作為牌照管理與計算基準。本研究所提出各區之牌照核發標準與配套管理措施，可提供作為決策單位施政之參考。

Taxis are the most important para-transit in Taiwan urban area. Taxi companies, personally-owned taxies and taxi coοperatives are the major operation patterns. After the opening of the establishment of taxi cooperatives in 1995, taxi tlaxi transportation business has grown rapidly. From the legislation of Highway Act 39-1, the taxi license plates will be controlled by the increasing rate of population and road area. Thecalculation base and how to control are key points of this policy. This study reviews current taxi problems, license plate control is the most important issue of taxi management. In order to establish the calculation base and control mechanism, this study considers the government organization, social economic status, population distribution, and taxi operation characteristics, suggests current taxi operation areas could be redesigned into five areas and set as the calculation base. The control method and related improvement strategies are also shown in this research and provided to improve taxi management.
