A Preliminary Study on Speed Limit Control on Freeways

高速公路目前為台灣地區最主要之交通動脈，因此如何增進其行車的安全並提高其使用的效率已成為主管部門首要之任務。欲達成上述目標所可採行的手段很多r速率控制」即為其中一種在國外行之多年且經證實對交通擁塞狀況非常有效的方法。本文即針對此種設置容易且可獨立運作的控制措施進行探討，首先就速率控制策略做一理論與實證的闡釋，其次針對國內高速公路車流特性擬定適當的速率控制準據，最後再根據車輛動力學、人因工程以及控制理論建立速控設施之設置標準'包括速限可變標誌設置之原則及其與車輛偵測器問之設置問距，以及速限顯示計畫與方式等，其結果足供規劃、設計類似系統之參考。

At present the freeway system plays a main role in the domestic transportation in Taiwan. Improving the freeway safety and efficiency becomes therefore the major task of related government departments. There exist many approaches to achieve these objectives. Speed limit control is considered the most efficient one that has been approved to be appropriate for traffic congestion conditions in some countries. This paper tries to provide theoretical and empirical basis for the control strategies of speed limit. Then suitable control criteria are suggested based on the traffic flow characteristics of domestic freeways. Moreover, the installation guidelines for related control devices are also developed in accordance with vehicle dynamics, human factors and control theories. The spacings between changeable speed limit signs, vehicle detectors as well as display programs of the speed limit signs are disused. The results may serve as a reference to planning and designing speed limit control systems.
