At present the freeway system plays a main role in the domestic transportation in Taiwan. Improving the freeway safety and efficiency becomes therefore the major task of related government departments. There exist many approaches to achieve these objectives. Speed limit control is considered the most efficient one that has been approved to be appropriate for traffic congestion conditions in some countries. This paper tries to provide theoretical and empirical basis for the control strategies of speed limit. Then suitable control criteria are suggested based on the traffic flow characteristics of domestic freeways. Moreover, the installation guidelines for related control devices are also developed in accordance with vehicle dynamics, human factors and control theories. The spacings between changeable speed limit signs, vehicle detectors as well as display programs of the speed limit signs are disused. The results may serve as a reference to planning and designing speed limit control systems. |
