COVID-19 pandemic poses unprecedented challenges to and long-lasting impacts on China s social, economic and political sectors. Its significance is far broader than the fields of medicine and technology. This article presents the challenges brought by this pandemic to the rule of law and particularly to the health legal system, to the national governance system and capacity, to the current mechanisms of communicable diseases control and health emergency management, in order to analyze the logical engagement of law in the containment of the pandemic, its practical pathway and functions and to demonstrate enormous impetus that the legal containment exerts on the construction and perfection of the country’s governance system, health law system and particularly public health law, and communicable disease control mechanisms. Based on such analyses, it offers suggestions for improving the health law system and for perfecting the mechanisms of communicable disease control and health emergency management. |
