The game of ''catch me if you can'' is a well-known metaphor for urban management law enforcement. It is not only a visual interpretation of the law enforcement activities of urban management officers, but also an action framework for the same of them. This article It takes a perspective of legal metaphor and reveals three mechanisms of the game in this article: (1)The regionalization mechanism of street space shapes the game space, allowing urban management officers and street vendors to ''have possibilities to stay together''; (2) Urban management officers and street vendors select appropriate ''strategies'' within the framework of action, establishing role interaction that is specific and clearly visible; (3)''Temporary compromise'' in the process of interaction between urban management officers and street vendors shapes and facilitates the conversion of situations such as guerrillas, confrontation, being occupied and conflicts.
