線上簽核電子檔案長期存取與風險管理

The Long-term Access and Risk Management of Electronic Records with Digital Signature

政府機關運用資訊科技推動各項業務，因此許多紀錄均存放於電子媒體中。尤其在推動公文線上簽核之後，需要更多資訊技術之配合，益增其技術複雜度。為達到長期保存的目標，線上簽核電子檔案之管理應進行風險評估，以符合真實性、完整性、可及性、可靠性、可應用性等要求。在瞭解機關推動公文線上簽核的現況之後，本文提出相關之建議，供政府機關改善公文線上簽核相關制度，進而管理電子檔案長期保存之風險，達成電子化政府的目標。

Government agencies use information technologies to enhance their task performance and preserve records in various types of electronic media. After promoting the application of digital signature for official documents, government agencies need to introduce more information technologies into the system. In order to attain the goal of long-term access as well as preservation, agencies should do risk assessment in the management of electronic records with digital signature to meet the requirements of authenticity, integrity, reliability, accessibility and usability. In addition to investigate the status quo of official documents with digital signature, this paper proposes related suggestions to improve the electronic records management, as well as to reduce the risk of long-term access and preservation of electronic records to achieve the goal of E-government.
