The objects of this study are cities and counties in Taiwan, and the time frame is 2008 to 2010. From a liberal perspective, this study uses document analysis, database establishment, statistical analysis to determine which counties and cities in China are the major exchange partners in Taiwan. We also aim to suggest new locations for future exchange with China. Among 25 counties and cities in Taiwan, 17 city and county mayors were found to engage in exchange with China. In 18 cities and counties in Taiwan, county and city mayors had personally engaged in personnel exchanges between local government authorities. A cross-comparison of county and city mayors' exchange partners in China revealed the main across-strait exchange pairs: Taipei City and Shanghai City; Taipei County and Jiangsu Province; Nantou County and Zhejiang Province; and Taichung City, Taichung County, Penghu County, Kinmen County are the major exchange partners with Fujian Province. Of the three Chinese provinces and cities with the most influence on China's central government, Shanghai City has maintained close communication with Taipei City. Guangdong Province and Beijing City still lack exchange partners in Taiwan. This paper suggests that Taoyuan County in Taiwan can serve as a facilitator to strengthen exchanges with Guangdong Province; while Taichung City can serve to strengthen the exchanges with Beijing City. |
