From the establishment of community antenna television to the current stage of cable television in cities, cable television in China has been developing for about 30 years. From the beginning, there were numerous tensions and conflicts among different government agencies, which all fought for the right to oversee cable television stations, because of the revenues generated. In recent years, more and more cable systems have been established, many problems such as lack of management of planning, program control, and technical standards have arisen.
