This study examines the existing Taiwan-Japan relation issues yet to be addressed during Ma's second administration through the discussion of the background, content, and formation process of the Taiwan-Japan special partnership announced by the Ma administration. The Taiwan-Japan special partnership is closely related to the flexible diplomacy of Ma's administration. Based on the 'One China, different interpretations' standpoint, this special policy provides a concept for the development of Taiwan-Japan relations. In the first half of Ma's first administration, the Taiwan-Japan special partnership sought to eliminate the 'anti-Japanese' image associated with President Ma Ying-jeou and the KMT Party, focusing instead on accumulating substantial economic and cultural relations. From 2010, Ma's administration had to a certain degree formed this awareness of the Taiwan-Japan special partnership and commenced the pursuit of political exchanges between Taiwan and Japan. Adding to this was the ruling political party change in japan to the Democratic Party led Ma Ying-jeou to openly and proactively support the US-Japan security system and the Taiwan-Japan FTA. |
