冷戦後の中国・EU関係における対立構造－－「政策文書」にみる関係発展プロセス認識の相違

冷戰後時期中國歐盟關係中的對立結構－－從「政策文件」看其關係發展過程中認知的差異（Post-Cold War Structural Conflict between China and EU: Perception Gaps between the Two Entities as seen in the 'Policy Papers'）

本論文的目的在於，藉由檢證中國及歐盟對雙方關係發展過程的理解，揭示現在中國及歐盟夥伴關係中所存在的基本對立結構。為了釐清這個問題意識，本論文檢證了中國與歐盟雙方所決定的政策文件中懸而未決事項的相關理解。中國與歐盟的關係在1998年以後有了平穩定的發展，2003年締結了戰略性的夥伴關係。但是在其夥伴關係中，可以看出彼此對發展過程的理解存在很大差異。中國方面，對夥伴關係中未解決的部分，以「大同小異」的方針處理，並推進雙邊關係，相對於此，歐盟認為致力解決這些未解決的項目是關係發展的前提。也就是，在中歐關係平穩發展之時，雙方對其發展的理解中也存在對立的結構。

The purpose of this paper is to verify the structural conflict between China-EU relations, focusing on their 'Policy papers' toward each other. Relations between China and EU developed especially after a strategic partnership was signed in 2003. However, perception gaps exist between China and EU in terms of their methods of developing relationships: China wishes to develop their relationships by putting pending issues on ice, while EU wants to solve these issues by engaging with China. This perception gap will be a very important element for China-EU relations.
