Market economy is legal economy, and administrative enforcement is the principal way of government to intervene the market, which has determined that, administrative enforcement is the basic enforcement approach of all kinds of governmental economic policies, including the competition neutrality policy. Proceeding with system reformation according to the circumstances is an important method of government to intervene the market, as well as the core enforcement approach of important governmental economic polices. Many of the current fairness issues within the market competition are far beyond the current legal system, and the need of treating both root causes and symptoms for the resolutions, have determined that, the enforcement of competition neutrality policy must rely more on the system reformation. As noncompulsory restriction, competition advocacy therefore can only act as an auxiliary enforcement approach of competition neutrality policy, whereas whose auxiliary effect shall in no way be ignored or underestimated. |
