The issue of dealing with incompetent teachers has hit the headlines for more than 20 years and remained as a major dispute in education; while domestic articles of this issue are many, this study aims at probing into its practical operation. Firstly, to quote people’s expectation toward teachers and their legal status from both the traditional concept and modern professional point of view, and secondly, to define and categorize the incompetent teachers followed by summarizing the substance and process of the education regulations and moreover, to enable readers’ understanding with 5 tables by analyzing the differences and the categories; thirdly, to elaborate the procedures and the dilemma in a comparison format. Lastly, to conclude with reflections and specific recommendations to the law amendment and administrative key action in response to the strategic thinking in due course. |
