This paper is based on the perspective of national innovation system to illustrate the development process of the LED industry in Taiwan. The industry, which emerged in Taiwan in the 1970s, has a complete industrial value chain, including epitaxy manufacture upstream, chip production midstream, and packaging and testing downstream. Today, the industry has the largest output quantity of LEDs and the second largest output value worldwide. Drawing on an in-depth qualitative study, we conclude that a successful national innovation system must dynamically adapt environmental change and further strategically adjust innovation actions. Finally, the findings of this research can contribute to facilitating the dynamic concept of national innovation system. We also suggest that an effective national innovation system should depend on the common interaction and endeavor of firms, government, academic, and research institute for upgrading the whole innovation capability. |
