臺灣政府採購法與新版政府採購協定之制度比較與因應

The Comparative Study of Government Procurement Act in Taiwan and the Revised WTO Agreement on Government Procurement

新版政府採購協定已於二○一四年四月六日生效，相較一九九四政府採購協定，新版GPA有相當程度之修正，特別是在簡化採購程序、增加電子採購方式以及創設仲裁制度方面。由於我國身為GPA締約國之一，因此有義務遵守GPA之規範。基此，在新版政府採購協定生效後，即有必要進一步檢視我國政府採購法與新版政府採購協定是否有所落差，以強化完整我國政府採購之制度。

The revised WTO Agreement on Government Procurement entered into force on 6 April 2014. Compare with the 1994 WTO Government Procurement Agreement, the revised one has importance variation, such as simplify the process of government procurement, add e-procurement system, and set up arbitration procedure. Taiwan as a member of the GPA has the obligation to comply with the content of the agreement. In order to improve the government procurement system of Taiwan, a comparative study of the Government Procurement Act in Taiwan and the Revised WTO Agreement on Government Procurement is necessary.
