The investigatory powers of Congress are indispensable for the parliamentary system. To make correct judgments, the Congress should be fully aware of all the legislative facts related to national policies. This article aims to review Taiwan’s investigatory powers of Congress by conducting comparative studies. Firstly, we will focus on the application methods followed by introductions of Taiwan and Japan’s systems. After that we will review the boundaries between investigatory powers of Congress, judicial power, prosecutorial power, administrative power and human rights, and conclude with suggestions for future reforms.
