Comment on the Amendment of Taiwan Animal Protection Act in 2015

本文全面檢討臺灣二○一五年動保法的修改內容， 對於增訂「展演動物」，提高飼主之義務，加重寵物繁殖買賣業者之管理，新增寵物食品業者及展演動物業者之新修正內容，除指摘其立法疏漏及矛盾外，並提出具體修正意見，藉以提升新動保法之法效性，藉以保障動物福祉，而非僅存華麗之宣示性條文，對動物福祉反而是一種極度諷刺。

This article will review the amendment of Animal Protection Act in 2015, which added stipulations on recreational animal, animal show vendor, and pet food vendor. The recent amendment also increased owners’ obligations and reinforced regulations on pet breeder and vendor. Besides from pointing out negligence and paradox in the stipulations mentioned above, this article will also put forward specific suggestions for future revision, thereby raising the regulatory efficiency of the new Animal Protection Act and protect the welfare of animals. The magnificent declaratory articles in present Animal Protection Act are in fact extreme sarcasm to animal welfare.
