Recently, many Taiwan public administration scholars are interested in testing the theory of Public Service Motivation (PSM), which is provided by Perry and Wise, by applying PSM scale locally. The scale was originally developed by Perry in 1996 and has been extensively applied in many countries by many different scholars. They have argued that the scale is actually contextual and cultural bounded. Thus, its applications have to consider not only the above mentioned factors, but also the potential problems in translation. These scholars have proposed many revisions to improve the validity of the original scale. This study proposes to examine the applicability of PSM scale in Taiwan. Survey questions designed to revise Perry’s PSM scale are collected and factor analyzed together with the original 24-items on the basis of the four dimensions which define and construct the PSM scale. Research results indicate that the applicability of PSM in Taiwan is questionable, and many proposed revisions are measuring different dimensions of the PSM concept. That is, they can only represent different aspects of the same concept. |
