Crafting Network Governance of Local Disaster Prevention and Protection:Strategies of Collaboration and Empowerment

在風險社會中，災難具有高度複雜性與不確定性，建構一個具備治理能量的災害防救整合機制乃是各級政府重要的治理課題。最近十多年來，臺灣曾先後歷經921 大地震、納莉風災、八八水災等嚴酷考驗，雖已付出慘痛的代價，卻也因而逐步健全災害防救治理體系；尤其，中央主管機關援引網絡治理與協力夥伴的嶄新運作模式，賦予地方政府及志願性團體更多的參與權責，對提升基層災害防救能力有頗多正面影響。然而，如何增進相關行動者具備災害防救的合作意識及治理能力？筆者認為，串連各組織行為者建構協力網絡，並藉由培力過程賦予網絡治理能力，應是最重要的關鍵策略。
本文基於筆者參與實務運作經驗，針對我國地方災害防救的網絡治理現況，進行深入觀察與探討。除彙整運作現象與潛在問題外，筆者從協力與培力觀點，提出具體的興革建議，主要包括：健全組織設計、強化協力治理機制，以及針對各個網絡行動者推動對應性的培力策略，藉以深耕地方災害防救網絡治理能量，有效回應自然與社會環境潛藏的諸多脆弱因子。

The disasters in risk society are high complexity and uncertainty. There had been many challenges of the 921 Earthquake, Mali Typhoon and the 88 Flood in last decade, caused many hazards, also changed the institutions of disaster prevention and protection in Taiwan. How to construct an integrated system and mechanisms of disaster prevention and protection are critical policy issues for the central and local governments. Collaboration and empowerment are undoubtedly important strategies.
According to participate policy practice experiences, the authors explore network governance of local disaster prevention and protection. We conclude three critical problems in local disaster prevention and protection network governance: legislation, organization design, and execution. At the same time, we suggest crafting collaboration and empowerment strategies, in order to respond and mitigate the natural and social vulnerability factors.
