The question of whether or not to build a freeway between Su'ao and Hualien has been the subject of much controversy in Huslien, giving rise to confrontation among the people of Hualien. The author observes that it is difficult to reach a consensus in a region of poor economic development, such as Hualien, on the sole basis of environmental claims. She argues that it is necessary to delve deep into the unique historic and geographical character of Hualien, engage in conversation and understand local requirements if the goals of sustainable development are to be met. Given that 'sustainable development' is a rather abstract idea, we need the capacity to implement action plans to convince people that specific projects for sustainable develoipment are possible. |
