智慧停車管理措施與未來發展方向──以臺中市為例

Intelligent Parking Management Method and The Future Development Direction in Taichung City

隨著汽機車持有逐年成長，都市化影響越來越明顯，停車問題業成為國內交通管理中相當重要之一環。如何平衡停車供需、促進交通順暢，推動停車系統相關改善計畫，將為未來國內推動的重點工作之一。在蒐集了國內目前實行或發展中之路邊與路外「智慧停車管理技術」後可發現，路外停車目前主流為透過影像辨識車牌技術判斷是否進入停車場，而路邊則可分為影像辨識車牌技術以及地磁感應技術兩類，並結合多元支付方式。本研究藉提出未來臺中市利用「智慧停車管理措施」之建議，以達「友善、安全、便利」之停車管理目標。

With the automobile ownership ratio growing up year by year, the influence of urbanization is getting more and more obvious, and the parking problem has become an important issue on traffic management in our country. How to balance the parking demand and supply, promote traffic smoothly, and promote a parking system improvement plan will be one of the important things to do in our traffic policies. After doing a survey on the “intelligent parking management technology” which is currently in practice or still developing in Taiwan, we found out that the mainstream of off-road parking system is using a technology of “vehicle license plate recognition through image” to judge whether the car is entering the parking lot or not, while the roadside parking is using both image recognition and the magnetic sensors technology, and moreover, combined with a multiple payment methods. This research proposes a constructive suggestion for Taichung City through taking “intelligent parking management measures” to achieve a friendly, safe and convenient parking management target in the future.
