This article is a revised of a paper subitted to the Fourth International Conference on Human Rights Education held at Soochow University, Taipei, November 2013. It notes factors that impede the implementation of human rights in Uganda, in particular abuses attributable to the government and those that appeal to traditional cultural values in opposition to values of human rights. The paper shows how an NGO such as UCOHRE can make a difference by implanting human rights education at a grassroots level in villages. |
