和平崛起：轉型中的中國國際戰略與對台戰略思考

Peaceful Ascendancy: the transiting in China's international strategy and new thinking in China's Taiwan strategy

中國在歷經中共十六大的人事調整與SARS疫情的衝擊之後，正在進行一場外交政策的轉型。中國外交的「和平轉型」主要是以「和平崛起」與「非傳統安全觀」來建構其體系，並建立新「國家形象」以破除中國威脅論，在「道德政治」的理想主義旗幟下，擴大中國參與國際對話的空間，用以展現一個「負責任的大國」。在「和平轉型」的外交思維中，中國的對台戰略也出現變化，現階段對台戰略的主要作為與想法，可分為以下五個部分：第一，戰略包圍台灣；第二，建立「藍綠合流」的緊急應變系統；第三，推廣「非傳統安全觀」及於台灣；第四，對台「三戰」的推出；第五，經濟包圍台灣。基於此，中國認為台灣問題不可能走得太遠，和平崛起可以化解台灣問題與中國周邊爭議，甚至兩岸問題可能會向前推動。

After the 16th CPC National Congress and the SARS diseases, China transiting its international strategy. China adopts ''peaceful ascendancy'' and ''non-traditional security'' as the basic guideline. The purpose of ''peaceful ascendancy'' theory is to build national image and get rid of China Threat theory, enlarge China participates international dialogue. At the same time, China switches it policy toward Taiwan. China's Taiwan policy contains five sections: contain Taiwan via international, emergency alert system of Taiwan politics, popularize non-traditional security to Taiwan, propose 'three-wars' -legal war, media war and psychological war on Taiwan, besiege through economic influence. Therefore, China considers that Taiwan can not escape from China's control. Furthermore, China believes that peaceful ascendancy will resolve peripheral disputes, includes Taiwan sovereignty.
