臺灣對拉丁美洲外交關係之回顧與展望

Retrospect and Prospect of Taiwan's Relations with Latin America

如何把台灣擠出世界舞台一直是中國的外交目標之一，而拉丁美洲則為兩岸外交競逐最激烈的區域。千禧年政黨輪替以來，北京因怯於臺灣民主化運動可能產生的示範效應，故在滲透我拉美邦交國企圖封殺我國際空間的力道有日益增強之勢。而自2002年加入世界貿易組織後中拉關係更具活力，雙方全方位的合作關係更趨緊密。面對中國在拉美的強勁攻勢，本文提出四點因應措施：一、認清國際現實調整外交策略；二、務實彈性經營拉美外交重鎮；三、加強學術研究落實全民外交；四、減少錯誤鞏固外交邦誼。

Expelling Taiwan from the global stage has been one of the China's diplomatic goals. Latin America is the arena with the most severe competition across the Strait. Since the DPP taking office, Taiwan has been under greater diplomatic pressure because Beijing's fear of demonstration effect of Taipei's democratization. China's relations with Latin American have improved since Beijing joined the WTO in 2002. The author provides four suggestions for Taiwan's diplomacy. First, adjusting policy in accordance with the international change; second, managing diplomacy in Latin America with flexibility; third, achieving people's diplomacy with more academic research; and fourth, consolidating diplomatic relations with fewer mistakes.
