離農年金政策保險與小地主大佃農政策之效益分析

A Study on the Economic Effect of Farm Pension Insurance or Small landowner Big Tenant Farmer in Taiwan

隨著經濟快速發展的結果，導致農村社會勞力短缺及人口高齡化的惡性循環，尤其農村外移人口轉入其他產業後，多已無餘力照顧在鄉老農生活，往昔農村老年人子孫奉養制度日趨式微，在此一情況下，已屆退休老農，因安養無著，乃不得不繼續勉強務農維生，由於老年農民無法或不願即時交出產權或經營權，結果又導致農業結構僵化，農場經營規模始終維持小農業的局面，成為農業經營現代化的障礙。尤有進者，因應2009年全球經濟風暴對農業的衝擊，改善農業結構以提高農業生產力，乃為當務之急。本文乃就實施離農年金政策保險與小地主大佃農農業政策之理論基礎予以詮釋；並對該項政策保險以及該項農業政策對農村經濟發展之基本效益加以論證；進而闡述其政策涵義與配合措施。

There is great necessity to implement Leave Farm Pension Insurance or Big Tenant Farmer Policy in Taiwan since it can help old aged farmers to lead a stable economic life, to promote the agricultural production scale and productively, and to utilize the agricultural resource efficiently.The main purposes of the study are (1) to evaluate the basic principle for leave farm pension insurance or Small landowner Big Tenant Farmer in Taiwan. (2) to analyze the economic effects of Leave Farm Pension Insurance. There are several measures for which we must be prepared if we are to get Leave Farm Pension Insurance or Small landowner moving.
