工藝之家推動社區工藝扶植計畫成效與發展歷程探究

The Research on the Taiwan Crafts Workshop Promotes the Plan to Assist Craft in the Community

國立台灣工藝研究發展中心自2005年至2012年推動社區工藝扶植計畫，總共扶植148案，透過社區工藝扶植計畫期望地方文化與資源能夠有效運用，開創地方文化經濟產能，培養工藝種子深耕地方文化與產業，達成地方自主參與之社區營造，讓工藝與設計成為引發臺灣文化創新，並創造地方就業機會的動能。針對工藝所所推動的社區工藝扶植計畫，經過上述文獻與訪談分析後獲得以下幾點結論：(1)社區工藝扶植計畫具有工藝學習、社區營造與工藝產業發展三方面的功能。(2)透過社區工藝扶植計畫，逐漸培養喜好工藝的居民，工藝體驗者雖然增加，但是，工藝之家仍然有後繼無人之憂。(3)社區工藝扶植計畫在社區營造方面，需要培訓社造人員，協助推動社區工藝的工作。(4)建議扶植計畫在微型產業與社區營造的工藝學習兩個部份區分開來輔導。

The National Taiwan Craft Research and Development Institute of Ministry of Culture launched　the Community Craft Cultivating and Development Plan from 2005 to 2012. Assistance was provided　in 148 cases. The project was intended to integrate local cultures and resources effectively, establish the　productivity of local cultural economy, create seeds of craft for the development of local culture and　industries, achieve local participation in community empowerment, and make crafts and design the　driving force behind the cultural innovation of Taiwan and creation of local employment opportunities.　For the Community Craft Cultivating and Development Plan promoted by the Institute, series of literature　reviews and interviews were conducted to reach the following conclusions: (1) The Community Craft　Cultivating and Development Plan consisted of purposes in three aspects, craft learning, community　empowerment and development crafts industry; (2) the Community Craft Cultivating and Development　Plan did help increase the number of people starting to like and enjoy making crafts. However, craft artists　had the concern that no one will pick up their crafting skills despite the increase in the number of those　who experienced the art of crafts; (3) for community empowerment, craft artists need to be developed　or community empowerment workers to be introduced after the Community Craft Cultivating and　Development Plan; and (4) it is recommended to separate micro-businesses from craft learning programs　that focus on community empowerment.
