建構公務員貪腐犯罪預防模式與具體實踐研析

Constructing the Prevention Model of Civil Servants' Corruption and Specific Practice

本文首先敘述我國現行廉政體制運作情形，了解實務運行時所遭受哪些困難與窒礙難行之處，同時，檢視貪腐犯罪之現況與國際清廉度評比，以相關實證研究擘劃出貪腐犯罪預防模式，並提出具體實踐之方案與未來方向。本文藉以建構出預防貪腐犯罪模式，有助於預防公務員從貪腐犯罪行為，也期待能提供後續研究及實務工作者參考，以突顯出廉政之核心價值，應是當前廉政工作之重要議題。

This article describes the operation of Taiwanese integrity system and explores the difficulties and obstacles in the practice of the operation. At the same time, the article examines the current situation of corruption in Taiwan and the global integrity governance ranking, the aspects of empirical research to plan model of civil servants' corruption from the perspective of crime prevention, and proposes specific practical plans and future directions. This paper attempts to construct prevention model of civil servants' corruption, which helps to prevent civil servants from committing corruption crimes. It also hopes to provide future researchers and practitioners with reference to the core values of integrity, which should be the current and the upmost important issue.
