台中市婚姻暴力加害人訪視社會工作方案之成效

The Efficacy Study for the New Program of Caring Visitation Service for Spousal Abusers in Taiwan

家庭暴力相對人樣貌經常給人負面的印象，因此相關工作者在與之接觸時，往往因為對他們抱持負面看法而錯過協助或輔導他們的機會。台中市基於此而委託台中市張老師基金會家庭暴力加害人訪視社會工作方案。執行一年半期間共投入1位督導、3位社工員，從2010年初至2011年7月底，平均每位社工員服務約45位相對人，共服務194位相對人，其中已結束服務者有58位，結案後之再通報者有七人，再通報率為12％。在以此資料比照台灣相關之再犯資料，林明傑與蔡宗晃(2009)對嘉義市未開辦與已開辦危險分級管理試辦方案之分級兩造訪視監督，對已有保護令下隔年底再犯而被通報率在未開辦試辦方案前原各為27.9與37.8%到試辦兩造訪查方案後各為18.3%與27.9(如表2與表3)。因此可知道本相對人訪視服務方案在泛綠為11%確實比原本嘉義縣市之試辦方案後有更低的再犯率。未來之建議也在本文之中。

The marital violence abusers always show the negative impression, so the relative workers might always missed the chance to help and counsel them actively, which might cause the violence continuously. Taichung government started the abuser visitation program since 2 years ago based on the ideation. Teacher Chang Foundation as a private sector had 1 supervisor and 3 social worker for this program. Totally 194 abusers were visited and averagely each social worker had a case load of 45 abusers. Fifty eight abusers were followed up one year since their cases were close for being successfully contacted. The one-year follow up study showed that there were 7 abusers were re-reported for their re-offense. The recidivism rate was 12%. Compared to the 37.8% and 27.9% recidivism rates showed in precinct A and B while no special program involve, and 27.9% and 18.3% recidivism rates while police visitation program was involved in the Lin & Tsai (2009). The abuser visitation conducted by social worker showed lower recidivism rate. The suggestion was discussed in the end.
