選票的政治地理測量及其立法影響：以 2012年臺灣大選與瘦肉精議題為例

Electoral Geography and Legislative Behavior: the 2012 Taiwanese Election and the Case of Animal Leanness Drugs

傳統在進行政治地理的空間分析時，多使用樣本之間的「鄰近關係」來進行空間自相關的討論，鄰近關係雖然能解釋人為活動於空間中的表現，但是否是最具有解釋力的一項變數，仍是許多文獻所質疑的，因此本文以2012年民進黨總統與立委選舉的選票分布，與四種關係矩陣：「鄰近關係」、「區域版塊」、「社經地位」及「省籍關係」之間的空間自相關性，證實了「省籍關係」比「鄰近關係」更具有政治地理的解釋力。並且藉由政治地理冷熱區的測量，以驗證立法行為的三個「地理連結」，即：「當蔡英文選票的熱區出現在該選區時，該區國民黨立委當選人越有立法自主（立法反叛）的趨勢」；「當民進黨立委候選人選票的冷區出現在該選區時，該區國民黨立委當選人越不會有立法自主（立法服從）的趨勢」；以及「蔡英文選票比該區民進黨立委候選人選票多的熱區出現在該選區時，該區國民黨立委當選人立法服從或反叛的趨勢較不明顯」。有趣的發現是，民進黨總統立委選票分裂行為的政治地理特性，相當程度預測國民黨立委在瘦肉精議題的立法行為。結果證明，政治地理的冷熱區分布，的確對立委立法行為有相當的影響，形成政治地理的選舉連結。

By comparing adjacent geographical area, administrative divisions, socioeconomic stratification, and ethnic clusters to estimate consistence and splitting of Tsai Ing-Wen's presidential votes and DDP legislative votes in the 2012 election, hot and cold spots are identified in each legislative districts. In terms of internal makeup of hot and cold, KMT legislators' rebel or loyalty choice on the case of animal leanness drugs can be explained. In this electoral connection way, 'geographical connection' can be established to predict further legislative behavior.
