參與全球經濟治理與國際經濟法學科建設——慶賀陳安教授九十華誕和從教六十九周年

China's Participation in Global Economic Governance and the Discipline Construction of International Economic Law: Congratulations to the 90th Birthday of Professor Chen An and the 69 th Anniversary for Teaching

隨著國際政治經濟形勢的變化與發展，國際經濟秩序的調整、國際治理體系的變革成為必然，國際經濟法律作為維護國際經濟秩序穩定、透明和有效運行的規則和制度，理應作出相應的調整、充實和完善。中國作為世界最大的發展中國家，如何應對當今國際經濟秩序的調整和國際經濟法律體制的重構，不僅直接關係到中國自身“和平發展”戰略目標的實現和推進人類命運共同體的構建，而且備受國際社會的關注。本文在學習陳安教授學術研究成果的基礎上，從統籌國際國內規則的視角，回顧中國參與全球經濟治理的歷程與中國國際經濟法學科建設的發展。中國國際經濟法學科建設需要在制定國際規則、改革全球治理體系、完善國際組織等方面貢獻中國智慧、提出中國方案。

Amid the changes and development of the global politics and economy, the adjustment of the international economic order and the reform of the international governance system have become inevitable. International economic law, as a system for maintaining the stability, transparency and effective operation of the international economic order, should also be adjusted, enriched and perfected accordingly. How China, the largest developing country, deals with these issues not only concerns itself in the strategies of peaceful development and building a community with a shared future for mankind, but also draws the attention of the world. On the basis of professor Chen An, s academic research, and from the perspective of coordinating international and domestic rules, this thesis reviewed the history of China's participation in the global economic governance and of its construction of the international economic law as a discipline. The author also proposed that scholars should contribute the Chinese wisdom and come up with Chinese solutions in the aspects such as rule-making, the reform of the international governance system and the improvement of international organizations.
