瘴癘疾疫與衛生治理：晚清馬偕臺灣傳教行醫的衛生管制反思

Miasma, Disease and Governance of Hygiene: From Dr. George Leslie Mackay’s Missionary and Medical Experiences in Late Qing Formosa

馬偕（Dr. George Leslie Mackay, 1844－1901）在臺灣傳教行醫30年，留下大量史料，不僅珍藏、再現晚清臺灣社會景況，同時也潛藏近代西方衛生治理的觀看模式。近代西方衛生治理，大致上有兩個不同發展趨勢。一個是英語所稱的「public health」、另一個則是德語所稱的「Medizinalpolizei」。前者習慣譯為公共衛生，後者通常譯為衛生警察。兩者儘管各有不同發展脈絡，但同樣將個人與人口的衛生治理，視為現代國家的重要任務，同時也以法律作為干預人民生活的主要手段。事實上，晚清臺灣社會，已經看得到一些帶有衛生管制效果的律例政令或濟貧安養機構。這些擁有衛生管制效果的措施與機構，究竟源於何種理念？相較於西方公共衛生、衛生警察等帶有生命政治權力作用的衛生治理模式，它們又能夠反應出哪些獨特的衛生治理模式？馬偕史料既見證晚清臺灣社會發展，同時也提供珍貴文化素材，不僅可以比較了解西方公共衛生、衛生警察的治理特色，更可藉此反思晚清以及傳統中國的衛生治理模式、乃至人倫禮教法律秩序的治理形態。

During his thirty years missionary and medical activities in late Qing Formosa, Dr. George Leslie Mackay (1844-1901) has witnessed the Taiwanese social and hygienic conditions and left a lot of resources including autobiography, diaries, letters, missionary reports etc. By using these resources, this paper wants to discuss and compare two different models of hygienic governance: the public health/ medical police model basing on the modern state, sovereignty, legal system and police etc., and the traditional Chinese model basing on the Confucianism.
