Cervical cancer is the common female cancer in Taiwan and also a global health issue. The strengths, weaknesses, opportunities, and threats (SWOT) analysis technique was used to test the strategy. Strengths include the legislative groundwork available, accreditation and supervision/evaluation, free of charge, and current quality monitoring scheme. Weaknesses include the affected screening resulted from discomfort and inconvenience in screening, and the intention to receive screening affected by the self-perceived health. Opportunities are the quality certification of prevention of cervical cancer organized by the World Health Organization. Threats include insufficient coverage, unevenly distributed medical resources, and inadequate public perception. The national Pap smear program implemented in 1995 has reached the benefits of cervical cancer, including an early detection, and the decrease of incidence and mortality of the disease. The Health Promotion Administration has been working on the refinement of cancer screening as a precise preventive healthcare service, and subsequent personalized services. Pap smear screening is encouraged to be continuous in preventive healthcare service. |
