公園使用滿意度與其維護管理意願－－以臺北市、臺中市、彰化市居民為例

Satisfaction and the Participation Willingness of Landscape Maintenance in Neighborhood Park--A Case Study of Residents' in Taipei, Taichung and Chanwa

鄰里公園是社區民眾日常生活最方便到達的休閒場所，它不僅改善都市環境品質，提供日常遊憩活動場所，亦增加市民社交之機會，使社區意識自然而然地凝聚。然而政府在公園開闢後，常因管理單位消極的經營管理及民眾缺乏公德心的使用，使得公園環境髒亂、設施遭破壞，或轉而成為犯罪的溫床，不只政府的維護經費形同浪費，也造成使用率降低。故本研究基於結合社區民眾參與公園的規劃、設計及管理可有效凝聚居民社區意識，並改變公園使用觀念之由，希望藉由此實證研究機會瞭解社區民眾參與公園景觀維護工作的意願，尋找改善鄰里公圍環境的有效管理途徑。本研究於台北、台中及彰化地區各公共場所進行結構式問卷調查，就898份有效問卷統計分析得以下結果：）l對公園滿意度表示非常不滿意及非常滿意之民眾對公園景觀維護參與意願會較高，而對公園滿意度反應普通之民眾之參與意願則較低，顯示其對公園的關心程度較低，較無所謂。）2在公園景觀維護工作參與意願中，受訪者的平均意願不高。其中超過半數的受訪者不願意支付門票及協助公園施工及監工工作；受訪者較沒有願意參與公園設置的公聽會、公園規劃設計的討論、協助樹木修剪及澆水、協助公園監督工作、參與巡邏工作及與社區居民共同組成維護小組等工作。）3年齡層以青年及中年之參與意願較高，婚姻狀況以已婚且有12歲以下的小孩之家長較願意主動參與公園景觀維護之工作，以給予小孩好的生活環境及教育。教育程度愈高的民眾對社會環境較有責任感，因而參與意願較高。

The Neighborhood Park is the most convenient recreation area for the public to enjoy. It improves not only environmental quality, but also provides a place of recreation, making public the more socialiable, developing their sense of the community. The environmental quality and facilities in the parks, however, are being continuously damaged. The frequency of use is decreasing and poor management of the government and lack of public virtue are wasting the funds. In order to enhance public participation and sense of the community, and to change the ideal of using the park. this research would like to realize the willingness of the public to maintain the park and the efficient method to improve neighborhood park. The questionnaire survey obtained an 898 valid sample, the data analysis showed that: I.People who showed 'very unsatisfied' and 'very satisfied' toward the satisfaction of the park held a 扣gher willingness to participate the maintenance of landscape, while people who showed an average attitude toward the satisfaction of the park held a lower willingness of participating. It revealed that the more one care about the park, the more one will participate in its fairs. 2.In average, people showed a low willingness in participating the maintenance of park landscape. More than half of the interviewers did not want to pay the ticket and help the work of construction or the supervision of construction. Likewise, they showed low intentions in participating the public hearing and discussion of the design of the park, helping trimming and irrigation of the trees, patrolling, or constituting maintenance group of the community 3.People who held higher willingness were mostly young man and middle-aged adult or parents with children under 12 years old who intend to provide children a good living and educating environment. People with扣gher education background held greater responsibility toward the society, therefore showed higher willingness of participating.
