本研究將使用國軍訂定之作業風險管理整合套裝軟體(Operational Risk Management Integration Tool, ORMIT),並透過「危險識別」、「風險評估」、「分析風險控制」、「風險決策」、「執行風險控制」、「監督與檢討」等六項步驟,分析戰機航空電子裝備故障維修之風險管制具體作法,並擬定一套風險管制作為,降低戰機航空電子裝備故障維修不慎機率,確保飛行及地面維修安全之目的。研究結果顯示,自民國104年推動風險管理,航空電子裝備故障次數總計82件,其中、低風險故障次數為69件、高風險故障次數為13件,持續推動之下,107年航空電子裝備故障次數總計52件,其中、低風險故障次數為44件、高風險故障次數8件,相較於104年航空電子裝備故障次數,中、低風險故障次數減少25件、高風險故障次數減少5件,共減少30件,推動作業風險管理確實有效降低戰鬥機航空電子裝備故障維修風險,後續持續執行風險管理,並觀察執行情況,有效管制風險發生機率。
Operational risk management is a continual cyclic six-step process which includes risk identification, risk evaluation, risk analysis, risk decision making, implementation of risk controls, monitor and review. This research studies the implementation of operational risk management to aircraft avionics equipment fault maintenance. Operational Risk Management Integration Tool (ORMIT) was used to evaluate, analyze and promote aircraft avionics equipment fault maintenance. The results show that there were 82 aircraft avionics equipment faults in 2015 before promoting operational risk management, including 69 low/medium risk faults and 13 high risk faults. The number of aircraft avionics equipment faults was decreased to 52 aircraft avionics equipment faults in 2018, including 44 low/medium risk faults and 8 high risk faults. |
